Understanding Multi Gardens B17’s confusing Geography [ Let’s clear some misconception]

B17 Multi-gardens is a beautiful project of Multi Professional Cooperative Housing Society  (MPCHS) that exists at the western edge of Islamabad. MPCHS is already famous for its highly successful project in E11 which is known as Islamabad-Gardens.  They are also doing a commendable job in F17. Due to its prime location (that connects  KPK, Punjab, Islamabad) and easy approach from Islamabad (due to upcoming Margalla Avenue) and Goodwill of developers (MPCHS)  it has become one of the prime prospect of investment and living.

Geographically, Multi-gardens society is very difficult to understand as everyone refers it as “B17”. The purpose of this blog is to give an understanding of Geographical situation of Multi-Gardens  which is reasonably complicated.

Although most of the public  call it “B17 Multi-Gardens”.  In reality, Multi-gardens is a very large project, probably largest in terms of co-operative society projects  that almost covers 12000 kanals. It is divided into six blocks i.e. A,B,C,D,E and F block.  With respect to official Islamabad map: Block A exists in sector “A17”, Block B exists in “B17”. Block C exists partly in “B17” and partly in “B18”. Block D exists in “B18”. Block E and Block F exist in A19. As we all know, Islamabad limit terminates at “17” series sectors i.e. A17,B17,C17,D17,E17,F17,G18,G17 and I17,  Block A (A17), Block B (B17) and Block C (B17/18) comes under the fold of CDA and rest of the blocks i.e. D, E and F are present in Rawalpindi. I have tried to show an approximate location of every block with respect to Islamabad map taken from Wikimedia.

Multi-Garden society was launched in two phases i.e. phase 1 and phase 2. Phase-1 comprises of Block A, B and C. Phase-2 (also known as Multi-Garden extension or Multi-Gardens II) comprises of Block D,E and F. Although people generally believe that both phases are located in Islamabad sector B17. But CDA, through a public announcement (given below), clearly stated that multi-gardens II is not located within CDA boundaries. Hence, it is outside Islamabad limits.

According to CDA website Multi-Gardens Phase 1 was given NOC on 30-01-2008. The map of the Phase 1 on CDA website has all three blocks mentioned (A,B,C). Link: http://www.cda.gov.pk/housing/society.asp?varId=6 . But CDA website marks Multi-Gardens Phase 2 beyond Capital limits. Link: http://www.cda.gov.pk/housing/society.asp?varId=10. It is clearly written: ” Sponsors of the scheme shall obtain Formal NOC from concerned Local Development Agency” (Probably Rawalpindi Development Authority in this case). The F-block map is not yet approved by CDA. Hopefully it will get approved soon like block D and E.

This split of Multi-Gardens between Islamabad and Rawalpindi (a society that spans two cities) puts forward an interesting question. Will residents of Block D,E and F have to go to Pindi offices (e.g. Passport office) to get public services? What will be written on their NICs? “Living in Rawalpindi” or “Islamabad”? I tried to ask this question from MPCHS representatives in their G8 office. Although they clearly told me that D,E and F blocks are in Rawalpindi (Taxila) but they refrained to comment on what will be metioned on CNICs 😉 I was also unable to get the answer to the question that why CDA has given NOC to block C (part of Multi Garden 1) despite of the fact that it is partially present in B-18 as according to CDA Islamabad ends at 17 series sectors.

Anyways, Islamabad or not, the society seems to be very serious about developing it’s quality infrastructure as their other projects. They clearly say that it’s going to have “in built modern amenities of a comfortable lifestyle.”

    I will appreciate if you have some details about Jinnah Garden Phase1.
    I have a commercial plot in Trade center in Jinnah Phase 1 but it is not developed yet but on papers yes it is.. Actually I want to know about matters with Naval anchorage fencing and links to service road on signal free corridor/highway and further development on this society.

  2. Very good article and research work.
    In the approved map of phase 1, I can see that there are areas for flats, food street, etc. but currently, some of those areas are converted into regular plots. Those will be deemed illegal? If yes, how will buyers be compensated incase any development is stopped? Moreover, how come taxes were collected by FBR for those plots?

    • Thanks for appreciation.
      Yes! Those will be deemed illegal. Society will have to get the changed map approved again from concerned authority (CDA in case of Islamabad). As the development is illegal, all the other attached procedures like FBR taxes and compensations will be affected.

  3. Shoaib Bhai any update about why C block is included in CDA. and another question is it safe if i buy a plot in Block C if it falls in B-18 area. Got curious after reading your article as no property person in Multi Gardens told me about this.

    • Well still I have no clue why C block is part of CDA. Anyways, CDA or not, buying a developed and with-possession plot is always safe. You can safely buy such plot in Block C. Best of luck.

      • Thanks for replying. Another question if you can answer. I heard that there is no proper water supply in society and people will have to reply on bore of water. If that’s the case the any idea by when proper water supply starts there?

      • Yes there is water shortage in society despite of their own dam to collect rain water and tube wells. There is a working tube well in block C. In these circumstances many people are indeed relying on bores. Although its a setback but alas! most of Islamabad is facing shortage of water. Its not something related to B17 only.

  4. Shoaib bhai.. really an impressive and informative research on B-17 for people like me. I want to buy a plot in block E for residential purpose. I have plan to construct the same within 4-5 years. Kindly suggest that is it a suitable option or not??

    • B17 overall is the best place in terms of development in its zone. Your plan isnt bad as block E will get more and more population in coming years. It will take some time though. It is definitely a suitable option in specific budget.

  5. Shoaib Bhai, I have heard that due to mountain crashing in the area, some sand and stone particles floats in the area of Multi Gardens which results in breathing problems. Is it true?

    • Yes its partly true. There is crushing going on in the area and that is the main cause of lots of dust in air. Although dust is the issue but still isnt that bad. I hope crushing will be stopped sooner or later In sha Allah.

        Is it the best time to sell it or shall i wait. Do u think that due to CPEC and new air port it’s prices will go up.

  7. and block C-1? Is it in Islamabad? Actually no one is giving this information in multi gardens thats why i am asking this to you.

    • There is no price jump expected. Though yes a gradual slow rise is expected due to ongoing development in F block. If development continues with this pace, I think a slow rise of price will continue. But i dont expect any big bang jump until Margalla avenue.

    • A new interchange for B17 on Motorway is a far fetched idea. It seems impossible in near time.
      Though there are news of MPCHS trying to connect B17 with motorway through existing AWT interchange through C18 (Rawalpindi housing society). They have already signed a deal with Rawalpindi housing society to give B17 access to motorway through its main double road which connects Paswal road. On the viceversa, RWP housing society will get access to GT road through B17.
      In far future there is also a possibility to connect B17 with barhmama bahter interchange. It is because new city Taxilla is slowly buying lands towards B17. They have already constructed a road to connect Jhang Bahater road with fauji cement factory road that also connects with Thatha khalil road. This road is very much near B17 and easily be accessed in future.

        Really I appreciate your valuable analysis of B-17 MPCHS as well general information / update about MPCHS.
        Can you please explain about the area of Block C ; means estimated how many meters or KMS of C block area falls under CDA from its starting point ( adjacent to B block ).
        I would be highly thankful for your explaining.

      • Brother Farooq, this is a very difficult question to answer 🙂
        Actually the CDA limit ends at 17 series sectors. Block C falls in B18. So in this perspective, whole block C falls outside Islamabad.
        Many dealers do claim block C as part of Islamabad. They argue that Block C is authorized by CDA in MultiGarden Phase 1 which is overall in Islamabad. I seriously doubt this claim as B block ends at the edge of B17 sector. Afterwards there is a green belt (where redsuns is constructing their tower). So according to my analysis only Block A (A17) and Block B (B17) are in Islamabad. You can check with multigardens people at headquarters G-8. Allah ul Alam.

  9. Is there anybody here who is living in Block D,E or F? I want to ask what is written on their CNIC. Islamabad, Rawalpindi or Taxila? If anyone can confirm this.

  10. AOA ! Dear Shoaib i appreciate your in depth understanding and guidance for the masses . JazaakAllah! can you please brief about the draw backs of hills with crushers still working…. plus the high tension lines crossing over head in start of the scheme.
    the scenario of the whole near vicinity is changing with respect of residential n commercial activity and financial fluctuating pattern BUT please guide me as i intend to move there in near future.
    The prospects after proposed and looooong awaited Margalla road along Hills.

    • No No I am not doubting what you have mentioned. I understand that Islamabad is written on CNIC but all i am saying is that it is wrongly portrayed on CNIC that block E is in Islamabad. E block is part of Multigardens 2 and is located in RWP. Though of course its a great news for all Multigardens phase 2 people as they can get Islamabad mentioned on their CNICs. An old mystery solved.

      BTW: NADRA usually uses electricity bills to verify addresses. I think the electricity bill of your friend would have an “Block E, Islamabad” address.

      A Question: Are electricity bills paid directly to IESCO in Multigardens or paid to admistration of Multigardens (Like in Behria Town)?

  15. buy the way the price is very high in E block 🙂 starting price is 40 thousand and if u need double road facing and corner plot the price in 50 to 55 k 7 marla

    It fall deep in B17 , i want to know whether other block will attain more value than D block?

    • Dear sir Aslam-o-Alaykum, There are some news about revision of ICT / CDA Master plan first time. What will be done in plan revision? ICT limits/ boundaries also Will be extended like after 17 towards 18, 19, 20 etc.

  18. salam dear. i need to know is here any change in MPCHS block F map, the plot i was shown at the time of buying, two year ago was corner plot, in different location, now i see the new map it shows my number into very far end towards motor way.

    MPCHS has certain areas in the map labeled as SWM. Does that stand for Solid Waste Management? if so what is your opinion on buying a plot near SWM designated area?

    I have a plot in Block C (B-17). When I visit G-8 Markaz branch, they tell me to get the price of my plot from a dealer. Who is that dealer even though I bought it from MPCHS and I have the paper for that too. Also, one year ago when I checked with them they said, possession nahi howa abhi tuk. So, I want to know where and how to check the price of my plot and whether it is sellable or not too. I am not around much in Pakistan and hence whenever I visit time is very short. Any help would be appreciated.

      • All the plots with possession or without possession are sellable and purchasable. The only difference is that the Possession ones have far more price and buyers.
